Stephan J. Nix, Ph.D.
Dr. Stephan J. Nix was born in Forest, Mississippi on July 20, 1952. He was raised in Homestead, Florida, graduating from South Dade High School in 1970. Dr. Nix attended the University of Florida, where he earned a BS in Engineering Science (1974), and MEng and PhD degrees in Environmental Engineering Sciences (1976, 1982).

After a brief stint with an environmental sciences consulting firm (1980-81), Dr. Nix went on to a career in academia where he served on the civil and environmental engineering faculties of Syracuse University (1983-94), the University of Alabama (1994-97), Northern Arizona University (1997-2001), Florida Atlantic University (2001-04), the University of North Florida (2004-09), and Texas A&M University-Kingsville (2010-17).  He held leadership roles at all these institutions, including Director of the School of Engineering at the University of North Florida (2004-09) and Dean of the Frank H. Dotterweich College of Engineering at Texas A&M University-Kingsville (2010-2016). Dr. Nix also authored over 75 technical publications and consulted with over 20 municipalities and other agencies. His primary areas of expertise are environmental resources management, water resources engineering, computer applications, and resource economics.

Dr. Nix has been involved with several professional organizations, including the American Water Resources Association (AWRA), the American Society of Civil Engineers (ASCE), the American Institute of Hydrology (AIH) and many others. He served in leadership roles in these and many other organizations, including terms as national president of both AWRA (1997) and AIH (2014, 2015). He was recognized as the Florida Engineer of the Year in 2009 by the Florida Section of ASCE.

Dr. Nix has also been involved – usually in leadership roles – with many community organizations over the years including his church; regional science fairs in Syracuse, NY and Jacksonville, FL; Tuscaloosa (AL) Track Club; Leadership Jacksonville (class of 2006); Coastal Bend (TX) Business Plan Competition; Kingsville (TX) Boys and Girls Club, and two Rotary Clubs (Kingsville, TX and Green Cove Springs, FL), among many others. He has also served on nearly 20 advisory panels, committees, commissions, and boards.

Dr. Nix and his late wife Aulaire Bloski Nix have four children and seven grandchildren. He and his spouse Janice Louise Nix moved to Green Cove Springs in 2018 after a post-retirement, 13-month trip to 49 US states and 8 Canadian provinces. They moved to the Town of Penney Farms in 2022 (in the Etheleen Court neighborhood). Dr. Nix looks forward to bringing his experience, leadership abilities, and commitment to good stewardship to the Town of Penney Farms Town Council.
