NEW ORDINANCE 2023-01

AN ORDINANCE OF THE TOWN OF PENNEY FARMS, FLORIDA, ESTABLISHING MONTHLY FEES FOR SOLID WASTE SERVICES AND SPECIAL PICK-UP SERVICES; PROVIDING FOR POLICIES AND PROCEDURES FOR ALL TOWN OF PENNEY FARMS RESIDENTS; AND PROVIDING FOR AN EFFECTIVE DATE.

The full text for adoption is available for review at the Town Hall located at 4100 Clark Avenue, Penney Farms, Florida, 32079, during normal office hours, which are Monday – Friday 7:30am – 2:00pm.  You may also contact the Town Clerk for further information.

All interested parties wishing to speak on or in opposition to this request will be heard at the above-stated place and times.

NOTICE:

To All Town of Penney Farms Water Utility Customers

This notice is to inform you that the Town of Penney Farms has passed Resolution 2023-01, which
includes a Water and Wastewater rate increase. This Resolution will become effective on April 18,
2023 and will be reflected on your individual utility bills, beginning on the June 1, 2023 billing cycle,
for the usage in May, which shall be billed in arrears.

Please be advised this increase is based on the Consumer Price Index (CPI) of 7.07% for 2023. This
increase will be reviewed and considered every year. On average, each household’s monthly utility
bill will be increased by $3.88 for Water and Wastewater charges.

A copy of Resolution 2023-01 is available at Town Hall upon request. If you should have any
questions or concerns, please contact the Town Hall at the phone number listed above.

PUBLIC NOTICE OF RESULTS OF QUALIFYING AND ELECTION
The citizens of Penney Farms, Florida are hereby notified that under the
provisions of Article III, Town Charter 1974, an election will NOT be held
December 13, 2022 to elect 2 (two) members to the Town Council to fill Seats 2
and 3 (2 vacancies) effective with the first Council Meeting, regular or special,
whichever comes first, during the month of January 2023, by reason that the
Qualifying Council Members below are unopposed and will take their respective
seats in the month of January 2023.

TO ALL RESIDENTS:

The Town Hall is now conducting hybrid Town meetings. This means that all Town meetings will be held in person and by Zoom invitation. Due to the Town Council Chamber room being so small, CDC guidelines for social distancing provides for limited seating and the Town Council and Town staff want to make every effort for public to have access to these meetings.

ELECTION INFORMATION:

After a wonderful turn-out for the Town Election held on Tuesday, December 8, 2020 for Town Council Seat #5, the results are as follows: There were 251 qualified votes cast. Incumbent, Paul Sabin is the winner of this race with a total of 155 votes. Warren Hogan received 96 votes. The Town Hall would like to thank all Town residents who participated in the voting process.

TO ALL RESIDENTS:

Please be advised that the Town Hall has been open to public for normal activities since November 1, 2020. The operating hours are Monday – Friday from 7:30am -2:00pmEST. The Town Hall staff will be adhering to CDC Guidelines and residents are encouraged to observe social distancing during their visit.

In addition, the Florida Governor’s executive order to allow virtual Town meetings has expired. All future Town Council meetings, Public Hearings and Town Committee meetings will be held in person. There will be very limited public seating available, due to the small size of the Town Council Chamber room. The seating available will be assigned as first come, first served. The Town staff will do its best to accommodate any resident wishing to attend.

All CDC guidelines will be adhered to for the public meetings. So face coverings and social distancing will be observed to protect everyone.

NOTICE:
To All Town of Penney Farms Water Utility Customers

This notice is to inform you that the Town of Penney Farms has passed Resolution 2020-15, which includes a Wastewater rate increase. This Resolution will become effective on October 20, 2020 and will be reflected on your individual utility bills, beginning on the December 1, 2020 billing cycle, for the wastewater usage in November, which shall be billed in arrears.

The Town of Penney Farms Water Utility will absorb the first 30 days of this cost to allow time for utility customers to prepare and become aware of this increase.

Please be advised this increase is based on the 2% increase imposed by the Clay County Utility Authority (CCUA) for 2020 on October 1, 2020. This increase will be reviewed and considered every year. On average, each household’s monthly utility bill will be increased by $0.51 for Wastewater charges only.

PENNEY FARMS – The Florida Rural Water Association selected the Town of Penney Farms as the 2020 winner of the Small Public Water System of the Year Award.

“Basically, you have to be in good standing with the department of environmental protection; make sure you don’t have any deficiencies and are in good standing with them,” said Ben Lewis, Program Manager for the Florida Rural Water Association. “You are a member of the Florida Rural Water Association. That’s the two main criteriums. And that you are under population 3,300 for that small system award.”

About two months before the award is given, all Florida Rural Association members are notified that they can submit their applications for recognition.

Penney Farms applied for – and eventually won – the Small Public Water System of the Year Award.

“Utilizing Florida Rural Water. We have an asset management plan,” said Anita Cooper, Penney Farms Town Clerk, of some of the different components in place for the town, which led to the receipt of the award. “All of our items regarding our water lines, sewer lines; all of our utilities are now on a program called Diamond Map, which is a web-based program that you can click on, and it’ll show you where everything is.

“Every time we do a repair, we can put that information into that system. It brings up work order systems, education, and training for different parts of the water system.”

Cooper says that using all of FRW’s services and recommendations were vital in getting to a compliance point that led to becoming the award winner.

Penney Farms has about 250 customers. The water and sewer system are generally outdated, but the town has continued to work on it.

Lewis estimates that for this year, seven small water systems applied for the award. Penney Farms stood out from its competitors by the initiatives it took. It began using the Diamond Maps software, which streamlined their processes and kept better records of the work being done on their water system.

“The award is a direct snapshot of how well the public has a good staff, how well the money has been spent wisely, so it’s a benefit not only to the staff to be recognized but a benefit to the members of the town of Penney Farms to know that their system is being well maintained and their money is being spent correctly and wisely to do that,” said Lewis.

“I think we’ve used every resource they [FRW] have,” said Cooper. “From cost analysis to rate studies. We did water samples; we have really good water here.”

Most residents of the town are not yet aware that the award was won. Cooper said it will soon be on the town website.
